Defection root cause of corruption in Arunachal :PPA
ITANAGAR, Oct 31: Claiming that political defection has been the root cause of corruption in Arunachal Pradesh, the People’s Party of Arunachal Pradesh (PPA) opined that the chapter on defection in the Constitution should be reviewed and modified to check and curtail any form of defection.
Responding to an invitation from Law Commission in an effort to strengthen the electoral reforms in the country, PPA said that the views and suggestions recommended by the party are based on instances of electoral malpractices mainly practiced and witnessed in the state of Arunachal Pradesh during every election, which have a demoralizing effect on the innocent voters.
“Today Constitutional morality has become irrelevant and any mention of it raises cynical laughter. Corruption, not morality or principle, is the pervasive force in our political life, and its worst manifestation is the spectacle of unabashed defection, the main political disease in the state today,” the party stated in its letter to the Chairman, Law Commission.
The Tenth Schedule was hailed as the panacea for the evils of defections. Unfortunately it has turned out to be a flop. In fact, the remedy has proven to be worse than the disease and in more ways than one it has encouraged horse trading and the accompanying corrupt practices, it said.
The word ‘merger’ is the most abused concept in the state politics giving enough rooms for defections of elected legislators from smaller parties to bigger national parties. The worst victim is the regional party. The loopholes in the Tenth Schedule have hindered the healthy growth of smaller secular parties in the state, PPA opined.
“The main reason why the Tenth Schedule has failed to deliver the goods is that speakers who have to discharge important judicial functions of determining, whether, a member has incurred disqualification have, barring a very few exceptions, failed to live up to the high tradition of their high and august office. Unfortunately, they regard themselves as the spokesmen or as the hatchet men of the political party which has been responsible for their election as speakers.”
“Any one voluntarily changing his party affiliation after being elected on a particular party ticket must automatically and immediately lose his seat in the legislature. The Speakers should be made to dispose of the disqualification petitions within a prescribed time frame not exceeding more than two weeks time,” the party suggested.
Another grey area afflicting the Indian democracy is the manner in which election petitions are made to remain undecided with both the parties having to spend lakhs of rupees for the justice. This has encouraged electoral malpractices and use of money during elections. We have to devise ways and means to dispose off any petitions relating to elections at the earliest by setting a time frame, the party suggested.
The right to recall could be a viable alternative compelling the elected representatives to fulfill their election promises. In the present system, once elected means, he can’t be removed from the post unless a fresh election is conducted again. This makes the candidates complacent and many a times dictatorial. Recalling dishonest and corrupt leaders shall be a revolutionary step towards successful democracy in the country, the party said.

CS reviews SPA schemes, calls for strict monitoring of project implementation
ITANAGAR, Oct 31: Chief Secretary Ramesh Negi has asked all the heads of departments to keep in touch with the executing agencies of various projects and schemes in the districts so that schemes are properly implemented and utilization certificates are submitted in time. He said this while reviewing the implementation of schemes under SPA, TFC and RIDF in Arunachal Pradesh at Banquet hall here today.
All the departments should have a monthly review meeting with the executing agencies and other officers on the first Wednesday of every month so that schemes and projects are properly implemented. The Deputy Commissioners should also have a monthly review meeting on the progress and implementation of the deposit works of various departments being undertaken in the district and ensure that utilization certificate is submitted in time.
He has also asked the officers who have not yet submitted the utilization certificate of the schemes to submit them by November 10 next.
He asked all the Chief Engineers to have a monitoring cell with good computer operators to monitor and have clear idea of the projects being implemented under him. Further, the Chief Secretary asked the Planning Secretary to call a separate review meeting for discussing on implementation of schemes under Tax and Excise in the various check gates of the state. A separate review meeting is also being planned for Tourism Department along with Department of Tirap and Changlang.

Be proactive and create public awareness on TB
Activities under RNTCP reviewed
ITANAGAR, Oct 31: While reviewing activities under Revised National Tuberculosis Control Programmes in the state in a meeting at Naharlagun today, Secretary Health Indra Mallo suggested the district TB officer (DTOs) to be more proactive and create public awareness about the causes of TB and its preventive measures.
She urged the DTOs to make close and regular supervision and review of the progamme to control TB.

East Kameng revenue generation way behind target

SEPPA, Oct 31: A coordination meeting of revenue earning departments and review of important issues of last coordination meeting was held at Kameng Hall here yesterday.
ADC Pooja Jain, who is also looking after Tax & Excise, informed that the revenue collection from April to Sept 2014 of East Kameng is Rs 1,20,43,010 crore, way behind the target set by the state Govt. on VAT/Extra Tax of Rs 10.04 crore. She explained the role of line departments on TAN Registration, Tax Deduction at source, monthly submission of report and yearly submission of return.
She urged the HoDs to deduct tax as per procedure and get clarified any confusion with the Tax & Excise departments. Appeal was also made to the DDOs to get registered under TAN and also made payment to contractors only on production of registration. Further, she asked the HoDs to respond the circulars on tax related issues and submit report in time bound manner.

CM for proper planning for effective implementation of Govt policies
SAGALEE, Oct 31: Chief Minister Nabam Tuki yesterday emphasized on proper planning for effective implementation of Govt policies.
Addressing a development public meeting at Gangte Panchayat in Balapu village yesterday, the Chief Minister said every project needs to be started and planned at micro level with detail reports adding that due to improper planning and technical deficiencies the state have to bear long term loss.
The Chief Minister, who is on tour to his home constituency, while stressing on the need of good governance at grass root level, disclosed that Panchayati Raj system in Arunachal Pradesh has been adjudged as one of the best Panchayati Raj institutions and it ranked fifth in all India level. “We need to work more to achieve higher ranking in future,” the Chief Minister said.
Reiterating early execution of works under Sagalee division he called upon the officers to work in team spirit in completing all development works. “Due to continuous disruption of works in monsoon season, we get very limited working season of five months only. Therefore, we need to put our best in completing all works within this period.” He requested the Deputy Commissioner to convene a coordination meeting of all heads of department to discuss important parameters for early completion of all development works in time bound manner. He also called upon the officers for protection and proper use of Govt. properties.

Arunachalees robbed by suspected NDFB, ULFA militants
ITANAGAR, Oct 31: Two persons from Seppa, East Kameng district while travelling through Soibari, Assam was reportedly kept hostage for hours and then robbed by unknown miscreants this morning. The incident occurred when victim Sonam Bagang, a SSA teacher at Govt. Higher Secondary School Chayang Tajo and Shiva (Kalu) Bagang, a BA final year student of DN College, Itanagar were returning from Khonsa to Itanagar in a car today.
“After dropping my niece at Sardha Mission School, Khonsa we hurriedly left the place at around 4 pm on Thursday evening upon hearing that there is Assam bandh on next day. We reached Soibari, Assam at around 1am when three Bolero vehicles started to chase us from behind for no reason. One vehicle overtook us and blocked our way nearby railway crossing at Soibari. We were forced to stop our vehicle. Meanwhile, two persons approached us, snatched our keys, and started to thrash us,” narrated Sonam.
Then six persons mercilessly physically charged them and left them with bruises and torn clothes. In between, one person made a call and moments later, six to seven Tata Mobile cars arrived on the spot with more than 20 people, Sonam informed while adding that one person even tried to kill him by strangulating.
Victim further informed that the miscreants demanded for money and took away all their belongings.
“Miscreants took our wallets along with ATM cards, few cash and all other equipments that were available inside the vehicle. The ATM card belonged to Shiva, and miscreants withdrew money from the nearby ATM booth as the victim was forced to speak out the pin number.
Both the victims were held hostage by the miscreants for several hours. It was only when the darkness started to fade away; the miscreants handed over the key to them with dire consequences if they ever try to go to police.

with the Department of Education, Ali Yavar Jung National Institute of Hearing Handicapped,
Mumbai organised a three days training programme on the topic ‘Facilitating Inclusive
Practices’ -
Inclusion of disabled children has been a mandate of SSA and the training was conducted for 35 resource teachers from all districts of AP, including Anjaw, Divang Valley, Tawang.
They are working in areas of inclusion of children with learning disabilities, multiple disabilities like Cerebral Palsy, Autism and Hearing Impairment.
The SSA Project Director Opak Gao during inauguration on October 29 reiterated the need for such training and said that SSA (AP) is trying to provide various facilities under the programme so that disabled people are included in mainstream schools and society.
Indu Chetry, IE consultant and Lombi, SPO for SSA (AP) said that ‘Many of our resource teachers needed extra training in inclusion including the inclusive pedagogical practices and curricular adaptations in teaching. We have more than 10,000 children with disabilities in the school going age group. The resource teachers witness so many children with different disabilities in their work area but they need upgradation of the knowledge so that better inclusion can take place in our schools. We approached the National institute (AYJNIHH) in Mumbai and they organised this Cross Disability training.’
The resource persons covered the topics of concept of inclusion, understanding of disabilities like Autism, Learning Disabilities, Cerebral Palsy and Hearing Impairment and Management and Interventions in education.
The participants got involved in activities like text adaptations and error analysis of curriculum topics that would help in inclusion in schools. The participants felt that such trainings benefited them as it helped to directly transfer what we have learnt in training to our work of inclusion. They also expressed the need for such further trainings.

Teachers urged to be source of inspiration
ITANAGAR, Oct 31: Education Minister Tapang Taloh yesterday exhorted the teachers to be source of inspiration for the pupils and shoulder responsibilities towards their noble profession. The Minister was addressing the mammoth gathering of PRI leaders, Govt officials, teachers, students and public at the Parents Day cum Sports Meet of the Government Middle School Mani.

ITANAGAR, Oct 31: Capital Complex Land Affected Peoples’ Forum (CCLAPF) appealed to the general public of the Capital Complex to strictly maintain status quo in regard to fresh encroachments till the government is able to work out some permanent and acceptable solution to the protracted land occupation and allotment imbroglio of the Capital Complex. The Forum admitted that the issue in question is a very complicated one, and may require little more time for the government to come out with some permanent and acceptable solution. ‘Swach bharat abhiyan’ at DHS office
ITANAGAR, Oct 31: Along with the rest of the nation, the Directorate of Health Services, Naharlagan also carried out Prime Minister’s ‘Swachh Bharat Abhiyan’ in the directorate complex, informed Dr.T.Kampu, DDHS (P&D) cum nodal officer, Swachh Bharat Abhiyan.
The programme witnessed active participation of the senior doctors and staff of the directorate. Around a ton of garbage was removed and cleaned from the ‘High security vehicle number plate registration’ site located behind the DHS office. “The cleanliness drive will be done every month,” added Director DHS Dr. Nishing.

Association asks whereabouts of fund
ITANAGAR, Oct 31: All Arunachal Pradesh Abotani Nibu(Priest) Welfare Association today questioned the state government on whereabouts of Rs 50 lakhs, meant for the celebration of Lengri Niki Sii Donyi Polo Yullo Festival sanctioned by NEC Shillong. Association demanded the government to release the fund immediately. Earlier the association had submitted a representation to the Governor asking the whereabouts of the fund. In reaction to the representation submitted by the association, Under Secretary to Governor wrote a letter PS to the Chief Secretary to submit the copies of representation to Chief Secretary.
APSLAS hold video conferencing
ITANAGAR, Oct 31: Arunachal Pradesh State Legal Services Authority (APSLAS) Member Secretary Budi Habung and OSD Dani Belo, today held a video conferencing with district legal services authorities and judicial officers posted of various districts to have a first hand knowledge about the preparations and the initiatives taken by the legal services authorities and the judicial courts in connection with the holding of National Lok Adalat in their respective districts.
During the course of interactions with the district participants, they discussed with them about various natures of cases, steps to be taken for referring cases to Lok Adalat and cases that can be referred to Lok Adalat. Seppa Govt college celebrates college week

China's military on Friday expressed concern over India's plan to construct 54 new border posts in Arunachal Pradesh, saying India should not complicate the situation and do more to maintain peace as it is a "disputed area". However just a day after today Chinese govt. approved construction of a new strategically important railway line in Tibet which would come close to the Indian border in Arunachal Pradesh. As per state media report China has approved the feasibility report for the construction of the railway linking Lhasa to Nyingchi in Tibet.

Take care of the Seismic Observatory
Dear Editor,
I have come know that the office of geological survey of India have established Seismic Observatory near which is important for seismically active region like Arunachal Pradesh.
Seismic observatory unit of A.P. is the third one within North-
Generally Seismic Station laboratory has equipment to detect, monitor and record earthquake locally and its station should be constructed in aesthetic way with full time operators, officer and seismologists, but the Itanagar Observation Station of GSI infrastructure is very less. And the building is small without any security fence, regular staff or even a sign board. It doesn’t look like a scientific seismic observation station of national standards.
So, the competent Authority should take initiative to protect the station, which is one of its kinds in the whole state of Arunachal Pradesh.
As the state is under seismic zone V, which is counted as one very dangerous zone, it is essential that the office is well equipped.
The building should be constructed well and staff posted to maintain the station which will ultimately attract young generation to take up Science as a subject.

Dear Editor,
Since from last two years, under 9th Chayang Tajo Constituency, the ADC independent office has not been functioning because all the time the concerned officer stay in Seppa town instead of staying in Chayang Tajo.
Since the ADC is not present, other Government offices like PWD, RWD, PHED, Electrical are also not functioning.
As a result, even for small work, we have to rush towards Seppa town after expending lots of money. Since the officers are absent, the common people of the areas are being harassed.
So, we would like to request the higher authority for immediate posting of an ADC and other officers as well as to ensure that offices start functioning at the earliest.

AFSPA: revisited

The Armed Forces (Special Powers) Act, 1958, was first introduced in the north-
The AFSPA has been justified on the ground that as per Article 355 of the Indian
Constitution, it is the duty of the Union to protect States against external aggression
and internal disturbance and to ensure that the government of every State is carried
on in accordance with the provisions of the Constitution. It took 15 years for the
Supreme Court to uphold the constitutional validity of the AFSPA. Army officials
have argued that the AFSPA is essential to combat insurgency and protect our borders
and if it is repelled, along with which “immunity” granted under the AFSPA to army
personnel against acts/omissions commissioned as part of their “official duty” will
go away, army has to be withdrawn from “disturbed areas” because without the immunity,
Army cannot act/operate against insurgent since they will fear prosecution in court
of law for their acts and this will affect their morale. An army officer had even
said that opposition to AFSPA appears to be a concerted campaign on the part of some
foreign-
However, questions have been raised about the misuse of the AFSPA. Allegations of fake encounter, murder, rape, etc. committed by paramilitary forces have been made since its inception. In 2009, UN Commissioner for Human Rights Navanethem Pillay asked India to repeal the AFSPA. A number of International bodies have pronounced it to be in violation of International Law. Critics have argued that even the Supreme Court while upholding the constitutional validity of the AFSPA, failed to consider India’s obligation under International Law and fundamental rights granted under Article 14, 19 and 21 of the Indian Constitution. Just like other organs of the Government, even Courts are not infallible. Blanket immunity for acts which cannot be termed as ‘official duty’ like alleged rape, cold blooded murder etc. only violates human rights. Giving the excuse of resistant from the Ministry of Defence/Army against amendment or review of the AFSPA, the Government seems to be sending out the message that India is not really different from Pakistan since military views overweigh the civilian government decisions. Further, the Constitution of India does not contain any provision for martial law. Therefore, giving independent powers to the armed forces, including trial in military court of its personnel for crime like rape, murder, etc., results in the army supplanting, rather than supplementing, civil power. Experts have viewed that alternatives and amendments have to be explored. Complete immunity from proceeding under the Law of the land (not military courts) seems to have given the Army the licence to rape and murder which certainly are not acts committed “in line of duty”, critics argue.
Famed journalist Sanjoy Hazarika had written that the Jeevan Reddy Committee recommended that the AFSPA be repealed and that it had also proposed a legal mechanism by which the Army could be used in extraordinary situations involving national security. What steps has the Government taken so far? The Santosh Hegde Commission, constituted to probe encounter deaths in Manipur, noted in its report that the AFSPA was an impediment to achieving peace in J&K and north east regions.
Failure to effectively combat insurgents/armed rebellion etc. by the Army without the protection under AFSPA is a sign that our Army requires more training and motivation and that they further need to be well equipped with arms/technologies besides improving intelligence gathering. Absence of these in the Army and failure to counter insurgents without "special power" cannot be the justification for making the Army Super Men and to leave the citizens to live in fear.
In the run up to the 2014 election, the Manipur unit of the BJP pledged to repeal the AFSPA if it comes to power. But it seems ‘acche din’ is yet to come. Since 2005, Nagaland Government has been appealing for the removal of the Disturbed Act since peace has been restored in Nagaland. In Punjab, the Act was withdrawn in 1997 owing to restoration of law and order. Punjab has developed since then. Do north eastern States deserve to strive towards development? Do people have the right to live life with dignity and without fear? Will Atal Bihari Vajpayee’s word “the past cannot be rewritten. But we can write our common future with our collective, cooperative efforts” said in the context of AFSPA, ever come true?

Release salary
Dear Editor,
AASSATA unit of Changlang District request the authority to disburse the 1 month salary of SSA teachers of Changlang district which has not been released yet, though it is reported to have already been deposited at district account on 16th October 2014.
Very needful to say that the SSA teachers are not getting salary since the last three months due to which the teachers are facing acute financial problem since August 2014.
It is discouraging to those teachers who are really hard working and performing their duty very sincerely. So, AASSATA Changlang unit appeal the concern authority to release the same as early as possible so that the teachers could perform their duty smoothly without facing financial stress.
