Defection root cause of corruption in Arunachal :PPA

ITANAGAR, Oct 31: Claiming that political defection has been the root cause of corruption in Arunachal Pradesh, the People’s Party of Arunachal Pradesh (PPA) opined that the chapter on defection in the Constitution should be reviewed and modified to check and curtail any form of defection.

Responding to an invitation from Law Commission in an effort to strengthen the electoral reforms in the country, PPA said that the views and suggestions recommended by the party are based on instances of electoral malpractices mainly practiced and witnessed in the state of Arunachal Pradesh during every election, which have a demoralizing effect on the innocent voters.

“Today Constitutional morality has become irrelevant and any mention of it raises cynical laughter. Corruption, not morality or principle, is the pervasive force in our political life, and its worst manifestation is the spectacle of unabashed defection, the main political disease in the state today,” the party stated in its letter to the Chairman, Law Commission.

The Tenth Schedule was hailed as the panacea for the evils of defections. Unfortunately it has turned out to be a flop. In fact, the remedy has proven to be worse than the disease and in more ways than one it has encouraged horse trading and the accompanying corrupt practices, it said.

The word ‘merger’ is the most abused concept in the state politics giving enough rooms for defections of elected legislators from smaller parties to bigger national parties. The worst victim is the regional party. The loopholes in the Tenth Schedule have hindered the healthy growth of smaller secular parties in the state, PPA opined.  

“The main reason why the Tenth Schedule has failed to deliver the goods is that speakers who have to discharge important judicial functions of determining, whether, a member has incurred disqualification have, barring a very few exceptions, failed to live up to the high tradition of their high and august office. Unfortunately, they regard themselves as the spokesmen or as the hatchet men of the political party which has been responsible for their election as speakers.”

“Any one voluntarily changing his party affiliation after being elected on a particular party ticket must automatically and immediately lose his seat in the legislature. The Speakers should be made to dispose of the disqualification petitions within a prescribed time frame not exceeding more than two weeks time,” the party suggested.

Another grey area afflicting the Indian democracy is the manner in which election petitions are made to remain undecided with both the parties having to spend lakhs of rupees for the justice. This has encouraged electoral malpractices and use of money during elections. We have to devise ways and means to dispose off any petitions relating to elections at the earliest by setting a time frame, the party suggested.

The right to recall could be a viable alternative compelling the elected representatives to fulfill their election promises. In the present system, once elected means, he can’t be removed from the post unless a fresh election is conducted again. This makes the candidates complacent and many a times dictatorial. Recalling dishonest and corrupt leaders shall be a revolutionary step towards successful democracy in the country, the party said.

 

 

Centre assures priority sanction of Tourism projects in state

NEW DELHI, Oct 31: Union MoS (Independent charge) for Tourism & Culture Shripad Naik assured priority sanction of tourism projects of Arunachal Pradesh when state’s PWD Minister Gojen Gadi called on him in his office here today.

Highlighting the vast untapped tourism potentials of the Himalayan state which has been put on global tourism map after being adjudged as the second runners-up of BBC’s travel magazine award in 2013 is known as ‘Last Sangri La on Earth’.

Pointing out that the state was chosen as the second runners-up of Lonely Planet Magazine India Travel Award under ‘Emerging Destinations in India’ category, Gadi, who had earlier worked as Tourism Parliamentary Secretary, advocated immediate approval of Tirap and Changlang tourist circuits to facilitate tourists flow into those districts too.

While assuring all possible support to the growth of Arunachal tourism, Naik assured to look into Gadi’s proposal for a multi-purpose cultural hall at Tirbin in West Siang district.

 

 

Vigyan Yatra flagged off

ITANAGAR, Oct 31: ‘VigyanYatra’, an initiative of Vivekananda Kendra Vidyalayas of Arunachal Pradesh was today inaugurated by Dr. Joram Begi, Director Higher and Technical Education at Government Secondary School, Chimpu

‘VigyanYatra’ will travel to six districts of Arunachal Pradesh namely Papum Pare, Lower Subansiri, Kurung Kumey, Upper Subansiri, West Siang and East Siang. It would cover 100 Rural Schools of these districts till the first week of February 2015. The aim of the Yatra is to popularize the science education in the rural schools of the state.

Mobile Science Laboratory Van which is also part of the ‘Yatra’ is fully equipped with the various science models, science apparatus, specimens, models and different chemicals to exhibit demonstration of various experiments in Physics, Chemistry and Biology to the students of Class VI to X. Six noted resource persons are accompanying the mobile Science Van to demonstrate various science experiments, provide hands on experience to conduct experiments to students, screening of short films on science, health and anti-superstitions. The van also will have the volunteers from leading higher educational institutions of the state.

While inaugurating the Yatra, Dr. Joram Begi stressed the need of popularizing the science education in the state. He said there are shortage of Physics, Chemistry, Mathematics teachers in universities and higher secondary schools. The Vigyan Yatra would contribute to popularize the science education in middle and secondary school level so that the foundations of children are taken care said Dr Begi. He also greeted the large gathering present at the Secondary School, Chimpu on the occasion of Rashtriya Ekta Diwas and urged everyone to cherish contribution of late Sardar Vallabhai Patel and Late Indira Gandhi.

Bodong Yirang, Director of Elementary Education applauded the initiatives of Vivekananda Kendra Vidyalaya and stressed the need of joint ventures in field of education to make this land of Rising Sun a model state. He also appreciated the initiatives of Government Secondary School, Chimpu for hosting the important programme.

Unnikrishnan PM, education officer of Vivekananda Kendra Vidyalayas of Arunachal Pradesh elaborated upon the detailed plan of ‘VigyanYatra’ and its purpose. He reiterated the commitment of Vivekananda Kendra to contribute for the education sector of the state.

Five Resource persons who are well experienced in the field of science popularization from Pune would be accompanying the ‘Yatra’.

Pledge for Rastriya Ekta Diwas was taken by the large gathering assembled in the hall.

CS reviews SPA schemes, calls for strict monitoring of project implementation

ITANAGAR, Oct 31: Chief Secretary Ramesh Negi has asked all the heads of departments to keep in touch with the executing agencies of various projects and schemes in the districts so that schemes are properly implemented and utilization certificates are submitted in time. He said this while reviewing the implementation of schemes under SPA, TFC and RIDF in Arunachal Pradesh at Banquet hall here today.

All the departments should have a monthly review meeting with the executing agencies and other officers on the first Wednesday of every month so that schemes and projects are properly implemented. The Deputy Commissioners should also have a monthly review meeting on the progress and implementation of the deposit works of various departments being undertaken in the district and ensure that utilization certificate is submitted in time.

He has also asked the officers who have not yet submitted the utilization certificate of the schemes to submit them by November 10 next.

He asked all the Chief Engineers to have a monitoring cell with good computer operators to monitor and have clear idea of the projects being implemented under him. Further, the Chief Secretary asked the Planning Secretary to call a separate review meeting for discussing on implementation of schemes under Tax and Excise in the various check gates of the state. A separate review meeting is also being planned for Tourism Department along with Department of Tirap and Changlang.

The meeting was attended by Planning Secretary Sonam Chumbey, Commissioners, Secretaries, Directors and Chief Engineers. DIPR

 

Highway monitoring committee reviews action taken report

ITANAGAR, Oct 31: The Second Highway monitoring committee meeting was conducted by Chief Secretary Ramesh Negi here at his Conference hall on October 30. The action taken report of the first highway monitoring committee meeting held on 27th August, 2014 was reviewed by the Chief Secretary through the presentation given by Toli Basar, Chief Engineer, Highway Eastern Zone, PWD, Itanagar. The Chief Secretary expressed his utmost displeasure for the absence of the concessionaire of the Potin-Pangin Road sector of NH 229 (now renamed as NH 13). It was reported in the meeting that the concessionaire is not cooperating with the District Administrations for finalization of the long-pending compensation package estimate of this road. The concessionaires of the Bridge & Road System Projects of River Dibang and River Lohit and the Nechipu – Hoj Road sector of NH 229 (now renamed as NH 13) were also absent in the meeting. The Chief Secretary asked the concerned Deputy Commissioners to complete the compensation assessment of the Potin-Pangin road within one month.

The Chief Secretary, however, appreciated the Department of Environment & Forests, GoAP for expediting the forest clearances of many roads in the Highway sector of the state.

The Deputy Commissioners were requested to prepare data-base of all quarries for stone-metal extraction under their jurisdiction including private quarries that could be taken on lease. The lease rent proposal is also required to be submitted by the Deputy Commissioners in this regard.

With the formation of the PMU unit of the Ministry of Road Transport & Highways in Arunachal Pradesh, jurisdictional and administrative overlap has developed in portions of BRO roads under SARDP-NE projects. The matter is to be taken up with the Ministry of Road Transport & Highways, Government of India, New Delhi for distinct and specific entrustment of the two agencies so that issues of maintenance and implementation can be addressed suitably.

Further, the Chief Secretary has asked all the Deputy Commissioners to complete the pending compensation and land acquisition within one month. DIPR

 

 

MP asks youths to aim high

ITANAGAR, Oct 31: Member of Parliament Ninong Ering exhorted the youths of the state to draw inspiration from Everesters Anshu Jamshenpa and Tine Mena, who made Arunachal proud.

Addressing the inaugural function of the three days Youth Project Workers’ conference ‘Yuwa for Seva’ organized by Arunachal Vikas Parishad at Abotani Vidya Niketan, Pachin, Naharlagun, Ering said he is very much impressed and inspired by Anshu and Mena, who took the name of Arunachal Pradesh to the heights of Mount Everest.

Now, China is not a thing of which we will run away from the fields, we are in the position to give a befitting reply to the dragon, said Ering.

Ranjana Krandikar, All India JT in charge Women wing of Akhil Bharatiya Vanvasi Kalyan Ashram briefed about the ideology and work of Kalyan Ashram. She said that Kalyan Ashram stands for the slogan “We all are one”.

While sharing her experiences with audience, Anshu said that she learnt a lot in her expedition to Mount Everest like discipline, team spirit, rescue techniques, adventure and more. We should never forget our moral values and social responsibilities, she added.

IMC Deputy Chief Councilor and Chairman of organizing Committee Kipa Babu also spoke on the occasion.

Group discussion, games, lectures etc will be organized during the three days programme.

Over 450 delegates from about 120 villages from 18 districts are attending the conference.

 

 

Rashtriya Ekta Diwas, Martyrdom day observed

ITANAGAR, Oct 31: Along with the rest of the country, Arunachal Pradesh observed National Unity Day (Rashtriya Ekta Diwas) on the birth anniversary of Sardar Vallabhbhai Patel and Rashtriya Sankalpa Diwas commemorating the death anniversary of former Prime Minister of India Indira Gandhi in a befitting manner.

The 30th Martyrdom Day of Indira Gandhi, former Prime Minister of India, was observed by Arunachal Pradesh Congress Committee at Rajiv Gandhi Bhawan here today.

The programme began with floral tribute offered on the portrait of the late PM followed by pledge of national unity administered by PCC executive members and senior congress leaders to all the party leaders and workers present on the occasion.

A bhajan was presented by the Kristi Kendra Music Academy, Naharlagun and later a short documentary on the life of Gandhi was screened.

APCC president, PCC office bearers, Seva Dal, Mahila Congress, Youth Congress and NSUI state unit also participated in the programme.

RONO HILLS: ‘Run For The Unity’ a marathon race was organized by the Rajiv Gandhi University to observe the birth anniversary of Sardar Valabhbhai Patel as the “Rashtriya Ekta Diwas”(National Unity Day) at the RGU premise here today, which saw a large number of enthusiastic participation from the students, faculty members, non-teaching staffs and school children.

Prof. Tamo Mibang, VC, RGU, spoke briefly about the contribution made by Sardar Patel in uniting several states into one unit in the Indian Union.  Remembering the “Iron man of India” in his message to the people, the VC said “Every Indian should work for the unity and integrity to take our country towards progress”.

Dr, Rachob Taba, Registrar and Dr. T. Kaye, Dean Students Welfare (DSW), and the Programme Coordinator also spoke on the occasion.

Earlier, Prof. Mibang flagged-off the race which started in front of the auditorium and culminated in the RGU play ground. He also administered the Integration Pledge to all the participants.

At Naharlagun, the officers and staff of Directorate of IPR, observed Rashtriya Ekta Diwas today by taking pledge to uphold the unity and integrity of the country and to spread the message of oneness. The pledge was administered by Deputy Director, IPR Obang Tayeng.

At Roing, MP Mukut Mithi, DC in-charge, SP R Gupta, Sipi Elepra ZPC, Roing, Govt staff, public leaders and various school students took part in the  “Run for Unity” organized here to mark the  Rashtriya Ekta Divas.

A 2-km marathon was conducted in the morning from the general ground. The vision and contribution of Sardar Vallabhbhai Patel was recalled on the occasion and the members took pledge to preserve the unity, integrity and security of the country.

In order to mark the occasion of the 31st death anniversary of Indira Gandhi, the Lower Dibang Valley District Congress Seva Dal (DCSD) organised a social service cum fruit distribution programme at the General hospital here today.

The members of the DCSD cleared the surrounding of the hospital and later, DCC president Chilliko Meto and BCC president Zilla Mega distributed fruits to the inpatients of the hospital.

Imbibe the quality of great leaders: Tuki

SAGALEE: Chief Minister Nabam Tuki, who is on a maiden visit to his home constituency,  paid floral tributes to former Prime Minister Indira Gandhi and Sardar Vallabh Bhai Patel in a simple function held at the Multi-Purpose Community Hall here this morning.

Followers of Hinduism, Christianity and Donyi-Poloism offered prayers in an all-faith prayer meeting held on the occasion.

The Chief Minister highlighted the contributions of both the leaders, who are regarded and respected as architects of modern India in history. He appealed people to imbibe the qualities of the leaders and follow the path shown by them.

“The only fitting tribute to them would be to follow the path of peace, non-violence and humanity,” he said.

The function was attended by ADC Sagalee, government officials, panchayati raj members, gaon buras and students.

Later, the Chief Minister had a meeting of all head of departments and took stock of developmental projects in the constituency. He advised the officials to strictly adhere to the guidelines and government norms in implementing projects and schemes. He also emphasized on inculcating work ethics and work culture for smooth and timely execution of all projects as well as resolving grievances of the people.

The Chief Minister also visited the Community Health Center here, where he interacted with the employees and took first hand report of the issues pertaining to the Center’s functioning. Later, he met the public seeking his audience with their grievances.

NCC celebrated ‘Rashtriya Ekta Diwas’ at Itanagar and Naharlagun today in befitting manner.

The NCC Cadets were administered ‘Pledge For Unity’ in the morning in respective institutes by Staff of NCC Battalion, Naharlagun. Every Cadet took oath to work for unity of the nation. The NCC Cadets carried out separate ‘Unity March’ on streets of Itanagar and Naharlagun carrying banners reading messages of unity.

ITANAGAR, Oct 31: The 6th State Level Inter-School Competition under the banner of ‘Talent Search -2014’ got off to a colourful start today at Royal International School, Papunallah with the participation of 24 Private Schools of the Capital Complex region.

Addressing a large gathering of students at the inaugural function held this morning, Govt. Spokesperson and Parliamentary Secretary Education, IPR & Printing, Bamang Felix said that coming together of competitors  from  various schools under a single platform is a great opportunity for them to share and explore their talents in literary, cultural and sports  activities during the three-day event.

He hoped the competitive event will help the students to nurture and motivate to excel in their respective areas. Such event provides wider exposure which help in broadening their horizon, he added.

Felix also called upon teachers to build up the overall personality of the students, adding that “imparting education should not only be confined to classroom teaching”. We need to make a better society and better future, he said.

On the occasion, he also expressed his concern over the matter of some people seeking donations from Private Schools. While informing about Zero-Tolerance policy adopted by State Govt. in education sector, he said that Govt. will take tough stand towards those indulging in such activities. “These kinds of activities should be completely stopped,’’ he said.

The Parliamentary Secretary said that Govt. is also planning to run some Govt. schools on PPP model in collaboration with NGOs and Private Schools and in this regard welcomed the Private Schools to come forward to adopt one or two Govt. Schools in their vicinity to boost the education sector.

Felix also called upon the students to give due regard to the contribution of their teachers in shaping their future, while reiterating that teachers are the representatives of God and parents in school.

While declaring the “Talent Search 2014’’ open, he wished the success of the event and asked the participating teams to maintain discipline.

In his address, the newly elected Kanubari MLA and former Journalist, Gabriel Denwang Wangsu advised the students to focus on their education, adding that only through hard work and discipline we can excel.

“We must strive for excellence and to make Arunachal Pradesh a frontrunner in education sector, we must all come together and rethink on strategy to achieve excellence.”

He informed that responding to a request by PCC president Padi Richo, the Chief Minister Nabam Tuki has agreed in principle to extend the Chief Minister’s Talent Award for Meritorious Students to all the private schools of the state. “We should find ways and means together to excel, so that Arunachal Pradesh too can have best of education,” he added.

Earlier, Principal Royal International School and President Sahodaya Complex, Itanagar, Henry David, informed that Talent Search 2014 with the motto ‘together to excel’ organized by the All Arunachal Private Schools’ Association (AAPSA) and Sahodaya Arunachal (an association of CBSE affiliated private Schools) provides platform to display various literary, cultural and sports events in various categories. Be proactive and create public awareness on TB

Activities under RNTCP reviewed

ITANAGAR, Oct 31: While reviewing activities under Revised National Tuberculosis Control Programmes in the state in a meeting at Naharlagun today, Secretary Health Indra Mallo suggested the district TB officer (DTOs) to be more proactive and create public awareness about the causes of TB and its preventive measures.

She urged the DTOs to make close and regular supervision and review of the progamme to control TB.

The Director Health Services urged all the District Programme Officers to be sincere and work to achieve the goal of the programme.

Mission Director of National Health Mission (NHM) suggested all the programme officers to work in co-ordination with other programmes of the Health Department and involve the PRI leaders for success of the programme.

Regional Director (H&FW) assured to provide full support to the state for the cause of the programme and urged to make it a “people friendly programme”. Earlier, Dr. Moi Nyori, Dy. DHS (TB) cum STO informed that Arunachal Pradesh is achieving the National Target of 70 percent Case Detection Rate and 85 percent Cure Rate.

The meeting concluded with discussion and feedback from the DTOs and suggestion from the STO.

 

 

East Kameng revenue generation way behind target

Co-ordination meeting of revenue earning depts held

SEPPA, Oct 31: A coordination meeting of revenue earning departments and review of important issues of last coordination meeting was held at Kameng Hall here yesterday.

ADC Pooja Jain, who is also looking after Tax & Excise, informed that the revenue collection from April to Sept 2014 of East Kameng is Rs 1,20,43,010 crore, way behind the target set by the state Govt. on VAT/Extra Tax of Rs 10.04 crore. She explained the role of line departments on TAN Registration, Tax Deduction at source, monthly submission of report and yearly submission of return.  

She urged the HoDs to deduct tax as per procedure and get clarified any confusion with the Tax & Excise departments. Appeal was also made to the DDOs to get registered under TAN and also made payment to contractors only on production of registration. Further, she asked the HoDs to respond the circulars on tax related issues and submit report in time bound manner.

DC Sandeep Kr. Singh enquired the action taken on the reports of important issues of the last meeting with concerned HoDs and asked them to expedite and pursue till accomplishment. He fixed a date of coordination meeting of HoDs on 25th of every month where in HoDs should attend the meeting without sending representatives. Similarly, meeting should also be conducted at Sub-Division level, he added.

Keeping in view the massive encroachment of Govt. land in East Kameng, he directed the HoDs to get their departmental land demarcated with proper sketch map.  DIPRO

 

 

CM for proper planning for effective implementation of Govt policies

SAGALEE, Oct 31: Chief Minister Nabam Tuki yesterday emphasized on proper planning for effective implementation of Govt policies.

Addressing a development public meeting at Gangte Panchayat in Balapu village yesterday, the Chief Minister said every project needs to be started and planned at micro level with detail reports adding that due to improper planning and technical deficiencies the state have to bear long term loss.

The Chief Minister, who is on tour to his home constituency, while stressing on the need of good governance at grass root level, disclosed that Panchayati Raj system in Arunachal Pradesh has been adjudged as one of the best Panchayati Raj institutions and it ranked fifth in all India level. “We need to work more to achieve higher ranking in future,” the Chief Minister said.

Reiterating early execution of works under Sagalee division he called upon the officers to work in team spirit in completing all development works. “Due to continuous disruption of works in monsoon season, we get very limited working season of five months only. Therefore, we need to put our best in completing all works within this period.” He requested the Deputy Commissioner to convene a coordination meeting of all heads of department to discuss important parameters for early completion of all development works in time bound manner. He also called upon the officers for protection and proper use of Govt. properties.

Hailing the woman power he said that empowerment of woman and youth skill development has been one of important commitments of his Govt.

Responding to the memorandum submitted by Mariom ASM Gangte Panchayat he assured to fulfill all important demands as per need basis. ZPC Nabam Aka who also spoke on the occasion requested the Chief Minister to provide a package to improve the infrastructure development of school and its teachers in Sagalee division.

The CM also visited Girls’ Residential School Sakha Happa, Govt Secondary School at Nimte. He further paid a visit to local silk worm rearing centre at Laptap village and attended inauguration of development works for helipad and five class rooms at DPM, Sagalee. Higher Secondary School Chayang Tajo and Shiva (Kalu) Bagang, a BA final year student of DN College, Itanagar were returning from Khonsa to Itanagar in a car today.

“After dropping my niece at Sardha Mission School, Khonsa we hurriedly left the place at around 4 pm on Thursday evening upon hearing that there is Assam bandh on next day. We reached Soibari, Assam at around 1am when three Bolero vehicles started to chase us from behind for no reason. One vehicle overtook us and blocked our way nearby railway crossing at Soibari. We were forced to stop our vehicle. Meanwhile, two persons approached us, snatched our keys, and started to thrash us,” narrated Sonam.

Then six persons mercilessly physically charged them and left them with bruises and torn clothes. In between, one person made a call and moments later, six to seven Tata Mobile cars arrived on the spot with more than 20 people, Sonam informed while adding that one person even tried to kill him by strangulating.

Victim further informed that the miscreants demanded for money and took away all their belongings.

“Miscreants took our wallets along with ATM cards, few cash and all other equipments that were available inside the vehicle. The ATM card belonged to Shiva, and miscreants withdrew money from the nearby ATM booth as the victim was forced to speak out the pin number.

Both the victims were held hostage by the miscreants for several hours. It was only when the darkness started to fade away; the miscreants handed over the key to them with dire consequences if they ever try to go to police.

“They took pictures of us in their mobiles and our car numbers and issued death threats if we try to lodge complain in the police station. They even frightened us by telling that they belong to members of ULFA and NDFB and that they possessed AK-47 and pistols,” said Sonam.

However, in the midst of all these, the victims have managed to remember the car number used by the miscreants. “One Bolero vehicle in which the miscreants rode was bearing registration number AS-12E-3205, said Sonam.

Soon after hearing the incident, we rushed to the spot with help of Hollongi police team informed Dali Tajo, victims relative. They were assisted by SDPO Rukhom Phukan, Gohpur police station.

Meanwhile, Safar Pao, chairman East Kameng Social Welfare Cultural Organisation (EKSWCO) and Lama Bagang, ZPM has condemned the act. Both have urged the Jamuguri police station, Assam to nab the culprits at the earliest.

 

 

Continued Rehabilitation Education programme

ITANAGAR, Oct 31: Sarva Shiksha Abhiyan Rajya Mission, Itanagar (AP) in collaboration with the Department of Education, Ali Yavar Jung National Institute of Hearing Handicapped, Mumbai organised a three days training programme on the topic ‘Facilitating Inclusive Practices’ - a Continued Rehabilitation Education programme of Rehabilitation Council of India - for resource teachers of Arunachal Pradesh from October 29 to 31.

Inclusion of disabled children has been a mandate of SSA and the training was conducted for 35 resource teachers from all districts of AP, including Anjaw, Divang Valley, Tawang.

They are working in areas of inclusion of children with learning disabilities, multiple disabilities like Cerebral Palsy, Autism and Hearing Impairment.

The SSA Project Director Opak Gao during inauguration on October 29 reiterated the need for such training and said that SSA (AP) is trying to provide various facilities under the programme so that disabled people are included in mainstream schools and society.

Indu Chetry, IE consultant and Lombi, SPO for SSA (AP) said that ‘Many of our resource teachers needed extra training in inclusion including the inclusive pedagogical practices and curricular adaptations in teaching. We have more than 10,000 children with disabilities in the school going age group. The resource teachers witness so many children with different disabilities in their work area but they need upgradation of the knowledge so that better inclusion can take place in our schools. We approached the National institute (AYJNIHH) in Mumbai and they organised this Cross Disability training.’

The resource persons covered the topics of concept of inclusion, understanding of disabilities like Autism, Learning Disabilities, Cerebral Palsy and Hearing Impairment and Management and Interventions in education.

The participants got involved in activities like text adaptations and error analysis of curriculum topics that would help in inclusion in schools. The participants felt that such trainings benefited them as it helped to directly transfer what we have learnt in training to our work of inclusion. They also expressed the need for such further trainings.

The resource persons from Mumbai were Dr Varsha Gathoo, HOD, AYJNIHH, Shubhada Burde, Director, Central Society for the education of the Deaf, Sonali Saini, Chairperson, Sol’s Arc and Deepshikha Mathur, Deputy Director- Training, ADAPT.

Month-long observance of Voluntary Blood Donation Day concludes

ITANAGAR, Oct 31: The month-long observance of Voluntary Blood Donation Day came to an end today with resolution to further strengthen voluntary blood donation campaign in the state.

Addressing the valedictory function at a town hotel in Naharlagun today, Arunachal Pradesh State AIDS Control Society Deputy Director (Blood Safety Cell) Dr. Nabam Budh gave a brief account of the activities taken up to promote blood donation.

Joint Director of Health Service (Estt.), Dr. M Lego lauded APSACS and Arunachal Vivekananda Yuva Shakti for organizing blood donation camps and awareness programmes on voluntary blood donation.

APSACS (BSD) Dr. Riken Rina highlighted the increasing demand of blood.

Chief Patron of Arunachal Vivekananda Yuva Shakti (Pasighat branch) Aini Taloh, gave a brief report on the activities of her branch in the field of blood donation.

 

Teachers urged to be source of inspiration

ITANAGAR, Oct 31: Education Minister Tapang Taloh yesterday exhorted the teachers to be source of inspiration for the pupils and shoulder responsibilities towards their noble profession. The Minister was addressing the mammoth gathering of PRI leaders, Govt officials, teachers, students and public at the Parents Day cum Sports Meet of the Government Middle School Mani.

The Minister urged the student community to dedicate themselves towards studies. He also appealed the people of Doimukh to cooperate with the Govt. in all developmental activities.

Responding to the memorandum submitted by the School Management Committee (SMC), the Minister informed that infrastructural problem is not only the problem of a particular school but it is a problem for most of the schools in the state. However, he assured that he would look into the problems and evolve a mechanism to tackle it.

Assembly Speaker Nabam Rebia, who is also the local MLA, stressed on the quality education of children. He also appealed the parents to play a proactive role in nurturing of the children.

Speaking on the occasion, 21st Koloriang MLA Pani Taram said that teaching is a noble profession and the teachers are the guardians of the society. He inaugurated the up-gradation of Govt. Middle School Mani under Doimukh circle to Secondary School, according to an official release.

 

CCLAPF appeals for maintaining status quo

ITANAGAR, Oct 31: Capital Complex Land Affected Peoples’ Forum (CCLAPF) appealed to the general public of the Capital Complex to strictly maintain status quo in regard to fresh encroachments till the government is able to work out some permanent and acceptable solution to the protracted land occupation and allotment imbroglio of the Capital Complex.  The Forum admitted that the issue in question is a very complicated one, and may require little more time for the government to come out with some permanent and acceptable solution. However, without an early solution to it, the issue is liable to become more and more complicated with each passing day. Hence, the Forum requested the state government for an early solution to this contentious issue in the interest of the entire indigenous citizen of the capital complex.

CCLAPF expressed its deep sense of regret for non compliance on the part of general public of the Capital Complex in maintaining status quo vis-a-vis fresh encroachments, despite its clear cut directives on the matter.

 

Cancer screening at ASH

ITANAGAR, Oct 31:  The Arunachal State Hospital Naharlagun will organize screening of cancer such as oral, breast, cervical on the occasion of National Cancer Awareness Programme which is slated to be held on 7th November next. In a press statement, the State Hospital authority appealed to the people to take benefits of the screening.

 

School level Children’s Science Congress held

ROING, Oct 31: The school level competition of the 22nd National Children's Science Congress was held yesterday at the Vivekananda Kendriya Vidyalaya, with a total of 25 teams taking part in the competition.  

The seminar was organized by the Science Club of the school. All the participating students enthusiastically presented their preparation on different topics.

"Understanding weather and climate" was the main topic of the seminar which had six sub-topics namely, "weather around you", "impact of human activity on weather and climate", "weather, climate and ecosystem", "weather, climate, society and culture", "weather, climate and agriculture", and "weather, climate and health".

The first place was won by Samrat Nath and group, while Kumar Ayush Nath and group stood second, and Millo Dacha and group stood third. The winners will participate in the district level science seminar which will be held on the 7th November.

 

‘Swach bharat abhiyan’ at DHS office

ITANAGAR, Oct 31: Along with the rest of the nation, the Directorate of Health Services, Naharlagan also carried out Prime Minister’s ‘Swachh Bharat Abhiyan’ in the directorate complex, informed Dr.T.Kampu, DDHS (P&D) cum nodal officer, Swachh Bharat Abhiyan.  

The programme witnessed active participation of the senior doctors and staff of the directorate. Around a ton of garbage was removed and cleaned from the ‘High security vehicle number plate registration’ site located behind the DHS office. “The cleanliness drive will be done every month,” added Director DHS Dr. Nishing.  

 

Rashtriya Ekta and Sankalp Diwas observed

ITANAGAR, Oct 31: Government Higher Secondary School Naharlagun has observed Rashtriya Ekta and Rashtriya Sankalp Diwas to mark the birth anniversary of Sardar Vallabh Bhai Patel and death anniversary of Indira Gandhi today.

Paying floral tribute to the great leaders, school Vice Principal M Pertin took pledge to keep up the unity and integrity of the nation. A social service was also conducted around the school premise to mark the occasion, said a release.

Meanwhile, Deputy Commissioner Capital Complex office also commemorated the Rashtriya Sankalp Diwas in a befitting manner. Speaking on the occasion DC Mige Kamki said Indira Gandhi was a great leader who was respected by the world over. He further stated that her ideal should be followed and works hard towards the nation building process.

 

Association asks whereabouts of fund

ITANAGAR, Oct 31:  All Arunachal Pradesh Abotani Nibu(Priest) Welfare Association today questioned the state government on whereabouts of Rs 50 lakhs, meant for the celebration of Lengri Niki Sii Donyi Polo Yullo Festival sanctioned by NEC Shillong. Association demanded the government to release the fund immediately.   Earlier the association had submitted a representation to the Governor asking the whereabouts of the fund. In reaction to the representation submitted by the association, Under Secretary to Governor wrote a letter PS to the Chief Secretary to submit the copies of representation to Chief Secretary.

 

APSLAS hold video conferencing

ITANAGAR, Oct 31: Arunachal Pradesh State Legal Services Authority (APSLAS) Member Secretary Budi Habung and OSD Dani Belo, today held a video conferencing with district legal services authorities and judicial officers posted of various districts to have a first hand knowledge about the preparations and the initiatives taken by the legal services authorities and the judicial courts in connection with the holding of National Lok Adalat in their respective districts.

During the course of interactions with the district participants, they discussed with them about various natures of cases, steps to be taken for referring cases to Lok Adalat and cases that can be referred to Lok Adalat. They also advised the district participants to identify MGNREGA and Bakijai cases

During the video conferencing, DLSAs of Kurung Kumey, Yingkiong, Tawang, Daporijo, Anjaw, Pasighat, Anini were present along with the District and Session Judges of Tezu, Additional District and Session Judge of  Bomdila, CJM Aalo, JMFC Daporijo with the state authority team at NIC studio Itanagar.

 

Seppa Govt college celebrates college week

SEPPA, Oct 31: The college week celebration of Govt. College Seppa concluded with traditional fashion show at Govt. Higher Secondary School Auditorium here yesterday.

Attending the function, MLA cum parliamentary Secretary, Tax & Excise, Tapuk Taku advised the collegians to respect the teachers, maintain discipline and good behaviors as mature persons.

Describing the students as future nation builders, he called upon them to work hard with a sense of responsibility. He was optimistic that the students of the college would excel in various competitive exams and bring name and fame for the college. He further sought cooperation of the collegians in bringing awareness among the masses on social evils like early marriage.

Responding to a memorandum he assured to provide fund for procurement of generators and look into other problems.

Principle in-charge, M Sono said that absenteeism, irregularity and early marriage were causes of concern and deterrent to achieve academic excellence.  General Secretary Locha Loda also spoke on the occasion.

Ignore the Chinese antics

China's military on Friday expressed concern over India's plan to construct 54 new border posts in Arunachal Pradesh, saying India should not complicate the situation and do more to maintain peace as it is a "disputed area". However just a day after today Chinese govt. approved construction of a new strategically important railway line in Tibet which would come close to the Indian border in Arunachal Pradesh. As per state media report China has approved the feasibility report for the construction of the railway linking Lhasa to Nyingchi in Tibet.

This high altitude railway will be the second rail link to be built in Tibet after the Qinghai-Tibet Railway connecting Xining in neighbouring Qinghai province with Tibet's provincial capital Lhasa which became operational in the year 2006. This double standard attitude by China deserves condemnation from the international community. Though Chinese may claim Arunachal as part of southern Tibet, people of this state do not have any affinity towards them and are happily part of the Indian system. For years China has been opposing developmental activities like construction of road in Arunachal. And for some strange reason, Indian govt. has been found to be weak when confronting the Chinese. The people of Arunachal should not be denied right of development owing to the dispute between two Asian giants.  While rest of the India has marched way ahead, Arunachal is still devoid of basic development. It’s time the Indian government carry out massive developmental activities in the state and ignore the Chinese antics.

Take care of the Seismic Observatory

Dear Editor,

I have come know that the office of geological survey of India have established Seismic Observatory near which is important for seismically active region like Arunachal Pradesh.

Seismic observatory unit of A.P. is the third one within North-East State zone and it plays a vital role for study of earthquake.

Generally Seismic Station laboratory  has equipment to detect, monitor and record earthquake locally and its station should be constructed in aesthetic way with full time operators, officer and seismologists, but the Itanagar Observation Station of GSI infrastructure is very less.  And the building is small without any security fence, regular staff or even a sign board. It doesn’t look like a scientific seismic observation station of national standards.

So, the competent Authority should take initiative to protect the station, which is one of its kinds in the whole state of Arunachal Pradesh.

As the state is under seismic zone V, which is counted as one very dangerous zone, it is essential that the office is well equipped.

The building should be constructed well and staff posted to maintain the station which will ultimately attract young generation to take up Science as a subject.

Dear Editor,

Since from last two years, under 9th Chayang Tajo Constituency, the ADC independent office has not been functioning because all the time the concerned officer stay in Seppa town instead of staying in Chayang Tajo.

Since the ADC is not present, other Government offices like PWD, RWD, PHED, Electrical are also not functioning.

As a result, even for small work, we have to rush towards Seppa town after expending lots of money. Since the officers are absent, the common people of the areas are being harassed.

 So, we would like to request the higher authority for immediate posting of an ADC and other officers as well as to ensure that offices start functioning at the earliest.

AFSPA: revisited

Dear Editor,

The Armed Forces (Special Powers) Act, 1958, was first introduced in the north-east region of India, including Assam and Manipur, to tackle the Naga insurgency. The Act was supposed to remain in force for only one year. However the AFSPA was never lifted, and was further amended in 1972 to extend to other states in the northeast including some parts of Arunachal Pradesh.

The AFSPA has been justified on the ground that as per Article 355 of the Indian Constitution, it is the duty of the Union to protect States against external aggression and internal disturbance and to ensure that the government of every State is carried on in accordance with the provisions of the Constitution. It took 15 years for the Supreme Court to uphold the constitutional validity of the AFSPA. Army officials have argued that the AFSPA is essential to combat insurgency and protect our borders and if it is repelled, along with which “immunity” granted under the AFSPA to army personnel against acts/omissions commissioned as part of their “official duty” will go away, army has to be withdrawn from “disturbed areas” because without the immunity, Army cannot act/operate against insurgent since they will fear prosecution in court of law for their acts and this will affect their morale.  An army officer had even said that opposition to AFSPA appears to be a concerted campaign on the part of some foreign-funded NGOs to demonized the Army and delegitimize its counter-insurgency and counter-terrorist operations.

However, questions have been raised about the misuse of the AFSPA. Allegations of fake encounter, murder, rape, etc. committed by paramilitary forces have been made since its inception. In 2009, UN Commissioner for Human Rights Navanethem Pillay asked India to repeal the AFSPA.  A number of International bodies have pronounced it to be in violation of International Law. Critics have argued that even the Supreme Court while upholding the constitutional validity of the AFSPA, failed to consider India’s obligation under International Law and fundamental rights granted under Article 14, 19 and 21 of the Indian Constitution. Just like other organs of the Government, even Courts are not infallible. Blanket immunity for acts which cannot be termed as ‘official duty’ like alleged rape, cold blooded murder etc. only violates human rights. Giving the excuse of resistant from the Ministry of Defence/Army against amendment or review of the AFSPA, the Government seems to be sending out the message that India is not really different from Pakistan since military views overweigh the civilian government decisions. Further, the Constitution of India does not contain any provision for martial law. Therefore, giving independent powers to the armed forces, including trial in military court of its personnel for crime like rape, murder, etc., results in the army supplanting, rather than supplementing, civil power.  Experts have viewed that alternatives and amendments have to be explored. Complete immunity from proceeding under the Law of the land (not military courts) seems to have given the Army the licence to rape and murder which certainly are not acts committed “in line of duty”, critics argue.

Famed journalist Sanjoy Hazarika had written that the Jeevan Reddy Committee recommended that the AFSPA be repealed and that it had also proposed a legal mechanism by which the Army could be used in extraordinary situations involving national security. What steps has the Government taken so far? The Santosh Hegde Commission, constituted to probe encounter deaths in Manipur, noted in its report that the AFSPA was an impediment to achieving peace in J&K and north east regions.

Failure to effectively combat insurgents/armed rebellion etc. by the Army without the protection under AFSPA is a sign that our Army requires more training and motivation and that they further need to be well equipped with arms/technologies besides improving intelligence gathering. Absence of these in the Army and failure to counter insurgents without "special power" cannot be the justification for making the Army Super Men and to leave the citizens to live in fear.

In the run up to the 2014 election, the Manipur unit of the BJP pledged to repeal the AFSPA if it comes to power. But it seems ‘acche din’ is yet to come. Since 2005, Nagaland Government has been appealing for the removal of the Disturbed Act since peace has been restored in Nagaland. In Punjab, the Act was withdrawn in 1997 owing to restoration of law and order.  Punjab has developed since then. Do north eastern States deserve to strive towards development? Do people have the right to live life with dignity and without fear? Will Atal Bihari Vajpayee’s word “the past cannot be rewritten. But we can write our common future with our collective, cooperative efforts” said in the context of AFSPA, ever come true?

Release salary

Dear Editor,

AASSATA unit of Changlang District request the authority to disburse the 1 month salary of SSA teachers of Changlang district which has not been released yet, though it is reported to have already been deposited at district account on 16th October 2014.

Very needful to say that the SSA teachers are not getting salary since the last three months due to which the teachers are facing acute financial problem since August 2014.

It is discouraging to those teachers who are really hard working and performing their duty very sincerely. So, AASSATA Changlang unit appeal the concern authority to release the same as early as possible so that the teachers could perform their duty smoothly without facing financial stress.
